Appropriates funds to the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control for fiscal year ending June 30, 2012, with budgeting required in five categories: Administrative Services, Enforcement, Wire Intercept/Drug Interdiction, Diversion, and Information Technology/Communications.

Limits the Director's salary to an unspecified amount (to be filled in) and authorizes the Director to set compensation for other employees necessary to perform agency duties.

Allows up to $200,000 from the appropriation to be transferred to an agency special account for purchasing controlled dangerous substances as evidence, paying informer fees, and other expenses related to apprehending and convicting drug law violators.

Establishes that appropriations may be budgeted for fiscal year 2012 or 2013 (but not both), with funds budgeted for FY-12 expiring November 15, 2012, and FY-13 funds expiring November 15, 2013.

Becomes effective September 1, 2011.
