Authorizes the Supreme Court to expend funds from the State Judicial Revolving Fund during fiscal year ending June 30, 2012, for financial support of district courts (specific amount to be filled in).

Appropriates funds from the General Revenue Fund to the Supreme Court for fiscal year ending June 30, 2012, to perform duties imposed on district courts by law (specific amount to be filled in).

Establishes budgetary limitations and salary schedules for district court employees including judges and support staff for fiscal year ending June 30, 2012, excluding overtime and longevity payments.

Allows local court funds to request total or partial refunds of payments to the State Judicial Fund and permits claims to be filed with the Administrative Office of the Courts by July 31, 2012, for unpaid expenses and outstanding liabilities.

Permits appropriations to be budgeted for either fiscal year 2012 or 2013, with funds budgeted for FY-12 required to be expended by November 15, 2012, and establishes an effective date of September 1, 2011.
