Makes appropriations to the State Board of Education from the General Revenue Fund, Education Reform Revolving Fund, Common Education Technology Revolving Fund, Mineral Leasing Fund, and Oklahoma Education Lottery Trust Fund for fiscal year ending June 30, 2012.

Allocates funds for specific education programs including teacher retirement credit, staff development, alternative education, early intervention services, ACE remediation, parent training programs, and various instructional initiatives.

Requires budgeting of funds in specified categories (payroll, professional services, equipment, and federal expenditures) and directs development of outcome-based performance measures for each budget category.

Authorizes transfers of funds to the School Consolidation Assistance Fund and Teachers' Retirement System Dedicated Revenue Revolving Fund, with certain competitive grant programs for advanced placement incentives, mathematics laboratories, and robotics projects.

Establishes budgetary limitations and full-time-equivalent employee caps for the State Department of Education, with provisions for fund encumbrance through specified dates and lapse procedures; becomes effective September 1, 2011.
