HB 1178 - Oklahoma State Regents for Higher Education Appropriations

• Appropriates funds from the General Revenue Fund to the Oklahoma State Regents for Higher Education for the fiscal year ending June 30, 2012, with amounts to be determined during the legislative process.

• Authorizes expenditures from the Higher Education Capital Revolving Fund and Oklahoma Tuition Scholarship Revolving Fund for higher education institutions' operating budgets and capital projects.

• Appropriates additional funds from the Special Cash Fund and General Revenue Fund for concurrent enrollment programs, lottery-funded construction projects, and administrative operations.

• Establishes lapse dates requiring funds budgeted for FY-12 to be expended by November 15, 2012, and allows encumbrance of FY-13 funds only through June 30, 2013, with unused funds reverting to the proper fund.

• Becomes effective September 1, 2011.
