Changes the effective date for full-time-equivalent employee limits from July 1, 2008 to July 1, 2011 for various state agencies, boards, commissions, departments, and programs.

Removes Board of Managers of the State Insurance Fund from the employee limit list and replaces it with CompSource Oklahoma.

Maintains specific maximum full-time-equivalent employee numbers for numerous state entities including pension systems, professional licensing boards, and state commissions.

Declares an emergency clause to make the act effective immediately upon passage and approval rather than waiting for the standard July 1, 2011 effective date.

Amends Section 3601.1 of Title 74 O.S. (Oklahoma Statutes) regarding state employee limits and fiscal year provisions.
