Requires couples seeking a covenant marriage to execute a declaration of intent, including a notarized affidavit from a counselor confirming the couple was counseled on covenant marriage requirements and grounds for termination

Allows existing married couples domiciled in Oklahoma to convert their marriage to a covenant marriage by filing a declaration of intent with the district court clerk

Limits grounds for divorce in covenant marriages to: adultery, physical or psychological abuse, abandonment for one year, living separately for one year without reconciliation, or fraud in entering the marriage

Requires divorce hearings involving covenant marriages with children to be held to determine if valid grounds exist, with option for in camera (private) proceedings upon request of either spouse
