Creates the "Prevention Services Efficiency and Consolidation Act of 2011" designating the Department of Mental Health and Substance Abuse Services as the coordinating agency for prevention services across multiple state agencies including DHS, State Department of Health, and Office of Juvenile Affairs

Requires the Department to develop an annual plan identifying prevention services and expenditures, with recommendations for modifying, consolidating, or eliminating programs to achieve a minimum 20% cumulative cost savings by July 1, 2015

Adds three at-large members to the Oklahoma Prevention Leadership Collaborative, appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives

Authorizes the Department to recommend reallocating funding to high-performing programs, cultivating partnerships with nonprofit and faith-based organizations, and maximizing federal matching funds

The act expires July 1, 2015, or upon termination of the Strategic Prevention Framework State Incentive Grant, whichever occurs first
