Establishes the Oklahoma Environmental Authority Act, declaring that regulation of environmental activities including hazardous waste disposal, air emissions, water pollution, public water supplies, wastewater systems, and oil and natural gas operations within Oklahoma constitutes intrastate commerce not subject to federal regulation under the interstate commerce clause.

Authorizes state environmental agencies to cooperate with federal environmental agencies on environmental matters but prohibits requirements to enforce federal environmental laws or regulations.

Declares any federal law, rule, or regulation violating these provisions invalid and null in Oklahoma, with no effect within the state.

Establishes criminal penalties: federal officials or contractors enforcing prohibited federal environmental laws face misdemeanor charges with up to 1 year jail time or $500 fine; Oklahoma state officials face misdemeanor charges with up to 2 years jail time or $1,000 fine.

Declares an emergency, making the act effective immediately upon passage and approval.
