Creates the Oklahoma Beverage Container Recycling Task Force, effective until December 31, 2011, to study the impact of a beverage container recycling program in Oklahoma.

Task Force consists of 9 members including one representative each from the House and Senate, three state agency directors (Environmental Quality, Tax Commission, Secretary of Environment), one representative from a statewide environmental organization, and three gubernatorial appointees representing recycling facilities, retail dealers, and beverage distributors.

Members must be appointed by August 1, 2011, with an organizational meeting by August 31, 2011, where members select a chair and vice-chair.

Task Force shall investigate and recommend on recycling rates, resource conservation, energy costs, litter reduction, quality of life impacts, and connections between manufacturing and recycling program management.

Task Force is exempt from the Oklahoma Open Meeting Act and Open Records Act; members receive travel reimbursement per applicable law; Department of Environmental Quality provides staff assistance; study must be completed by December 31, 2011; legislation takes effect immediately upon passage.
