• Amends 69 O.S. 2001, Section 1711 to exempt funeral processions for Armed Forces members killed in action in designated combat zones from paying Oklahoma turnpike tolls.

• Establishes that the Oklahoma Turnpike Authority shall not charge tolls for funeral processions of deceased service members who were killed in action in U.S. Department of Defense designated combat zones.

• Requires the Oklahoma Turnpike Authority to promulgate rules necessary to administer and implement the toll exemption provisions.

• Declares an emergency for immediate implementation of the toll exemption policy for military funeral processions.
