Declares the Patient Protection and Affordable Care Act (Public Law 111-148) and Health Care and Education Reconciliation Act of 2010 (Public Law 111-152) invalid in Oklahoma and not subject to enforcement within the state.

Directs the Oklahoma Legislature to adopt measures necessary to prevent enforcement of these federal health care laws within state boundaries.

Creates felony penalties (up to $5,000 fine and 5 years imprisonment) for federal officials or contractors who attempt to enforce the federal health care acts in Oklahoma.

Imposes misdemeanor penalties (up to $1,000 fine and 2 years imprisonment) for Oklahoma state officials or employees who attempt to enforce the federal health care acts.

Establishes a private cause of action allowing aggrieved parties to sue anyone violating the felony or misdemeanor provisions.
