HB 1291 Summary

• Creates the "Oklahoma Firearms Freedom Act" to exempt firearms, firearm accessories, and ammunition manufactured and retained within Oklahoma from federal regulation under the interstate commerce clause.

• Declares that firearms and accessories manufactured entirely from basic materials in Oklahoma without significant parts imported from other states are not subject to federal law or registration requirements.

• Excludes certain weapon categories from the exemption: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding projectile ammunition, and multi-projectile firearms.

• Requires firearms manufactured or sold in Oklahoma under this act to be stamped with "Made in Oklahoma" on a central metallic part such as the receiver or frame.

• Effective November 1, 2011; applies only to firearms manufactured and retained in Oklahoma after that date.
