Creates the Oklahoma Livestock Care Standards Board to establish standards governing the care and well-being of livestock and poultry in the state.

Board composition includes 15 members: the Commissioner of Agriculture (Chair), State Veterinarian, Dean of Agriculture at Oklahoma State University, Dean of Veterinary Medicine at Oklahoma State University, two legislative chairs, seven members appointed by the Governor from industry associations (cattle, pork, poultry, equine, dairy, agricultural producers, and humane society), and two consumer representatives.

Board members serve staggered terms of one to five years, with subsequent appointments for five-year terms and a limit of two consecutive terms; board meets at least once per year with a majority quorum required.

Board authority limited to recommending standards considering agricultural best practices, biosecurity, disease prevention, food safety, and local food supply protection; Oklahoma Department of Agriculture and State Board of Agriculture hold authority to administer and enforce standards.

Effective date: November 1, 2011; board continues until July 1, 2017 in accordance with Oklahoma Sunset Law.
