Amends 4 O.S. 2001, Section 501 (Dog and Cat Sterilization Act) to allow disposal of euthanized animals by delivery to a college of veterinary medicine either directly or through an authorized dealer or agent

Permits animal shelters to dispose of unclaimed dogs, cats, and household animals through adoption, delivery to licensed educational/research institutions, or euthanasia using specified humane methods

Specifies that euthanasia methods include sodium pentobarbital injection, carbon monoxide chambers (except for animals under 16 weeks old), or other methods approved by the Oklahoma Department of Agriculture, Food, and Forestry

Establishes humane requirements for euthanasia methods including minimizing pain and anxiety while ensuring techniques are simple, legally available, cost-effective, and safe for personnel

Declares an emergency to make the act effective immediately upon passage and approval
