Amends the Education Leadership Oklahoma Act to expand the definition of "teacher" to include principals, in addition to classroom teachers, counselors, and librarians eligible for National Board certification bonuses and scholarships.

Removes requirement for Commission to pay certain expenses for scholarship recipients; eliminates the $500 scholarship amount previously provided to recipients seeking National Board certification.

Prohibits the Oklahoma Commission for Teacher Preparation from accepting applications and awarding scholarships or paying certification fees for those seeking principal certification until after June 30, 2012; allows limited selection of up to 200 teachers (excluding principals) during July 1, 2011 through June 30, 2012.

Suspends $5,000 annual bonuses for teachers attaining National Board certification between June 30, 2010 and June 30, 2012, with exceptions for previously selected program participants or those who submitted applications before June 30, 2010.

Declares an emergency, making the act effective immediately upon passage and approval.
