HB 1320 Summary

• Amends Oklahoma law to include henna/mehndi application to skin within the definition of "tattooing" subject to state regulation by the Department of Health.

• Defines henna/mehndi as leaves of a plant used to make reddish brown dye and/or ingredients containing phenylenediamine (PPD).

• Establishes that henna/mehndi application to skin must be performed by licensed tattoo artists or medical micropigmentologists, with regulations equivalent to traditional tattooing.

• Maintains existing prohibitions on tattooing minors under 18 without parental consent, on impaired individuals, and on scleral (eye) tattooing.

• Effective date: November 1, 2011.
