Amends Oklahoma law to allow the Teachers' Retirement System to continue paying health insurance supplements for retired teachers when they are covered as a spouse under another employee's plan.

Extends supplement payments when a retired person's spouse changes employment to a different participating education employer that offers a different health insurance plan.

Maintains the existing benefit structure where the Teachers' Retirement System pays up to a specified monthly amount toward health insurance premiums based on years of service and average salary.

Applies to retired persons receiving benefits from the Teachers' Retirement System who are covered as spouses in health insurance plans offered by education employers.

Declares an emergency provision making the act effective immediately upon passage and approval.
