Amends the Oklahoma Open Meeting Act to include the Legislature in the definition of "public body," subjecting legislative meetings to open meeting requirements previously applicable only to other government bodies.

Amends the Oklahoma Open Records Act to include the Legislature in the definition of "public body," making legislative records subject to public records disclosure requirements with limited exceptions.

Creates an exemption for documentation of personal communications where a legislator is the intended recipient, provided the sender is exercising constitutional rights and is neither a legislator nor a registered lobbyist.

Repeals Section 309 of Title 25, which previously governed legislative meetings separately.

Becomes effective November 1, 2011.
