HB 1341 Summary

• Establishes a moratorium on the sale or exportation of surface water and groundwater outside Oklahoma for a five-year period beginning on the effective date, unless repealed by the Legislature or a comprehensive statewide hydrological study is completed earlier.

• Prohibits state agencies, authorities, and political subdivisions from contracting for or selling surface water or groundwater outside the state without specific legislative consent.

• Exempts existing water export contracts executed before the effective date that received legislative approval and do not exceed 8 million gallons per month, as well as water contained in agricultural products, beverages, and processed goods.

• Becomes effective November 1, 2011.
