Prohibits outdoor advertising devices along highways that impair, impede, or interfere with the public view or enjoyment of properties listed on the National Register of Historic Places.

Requires owners of non-compliant advertising devices existing at the bill's effective date to remove them within 6 months, or the Department of Transportation will remove them pursuant to applicable law.

Grants the Transportation Commission final authority to determine which outdoor advertising devices violate the provisions of this section.

Applies retroactive effect to the law's application regarding advertising device violations.

Becomes effective July 1, 2011, with an emergency clause allowing immediate implementation upon passage and approval.
