Creates the Task Force on After School Varsity Athletic Programs, effective until November 30, 2011, to review high school varsity athletic programs and recommend changes for accountability in public schools.

Task force consists of seven members: four public school educators/administrators (two appointed by Governor, one by House Speaker, one by Senate President Pro Tempore), two legislative committee chairs (or designees), and the State Superintendent of Public Instruction (or designee).

Speaker of the House designates the task force chair and Senate President Pro Tempore designates vice-chair; members serve without compensation but receive travel reimbursement; appointments must be made by August 31, 2011.

Task force must submit a report by November 30, 2011, to the Governor and legislative leaders with findings and recommendations for statutory or regulatory changes needed to move high school athletic programs to an after school basis.

Act becomes effective July 1, 2011, with an emergency clause allowing immediate implementation upon passage and approval.
