Amends 70 O.S. 2001, Section 18-124 to modify the definition of administrative services for school district expenditure limits.

Establishes tiered percentage caps on administrative service expenditures based on average daily attendance (ADA): 6% for districts with more than 1,500 students, 8% for districts with 500-1,500 students, and 10% for districts with 500 or fewer students.

Defines administrative services to include superintendent, assistant superintendent, and elementary superintendent positions and staff, plus directors, coordinators, supervisors, and consultants performing administrative functions.

Withholds excess administrative spending from Foundation and Salary Incentive Aid in the following year, with withheld funds redistributed to non-penalized districts through the state aid formula.

Becomes effective July 1, 2011, with an emergency declaration for immediate implementation.
