Amends 70 O.S. 2001, Section 16-102 to modify the State Textbook Committee's authority regarding textbook adoption periods.

Allows the State Textbook Committee to suspend pending textbook selection processes and extend the six-year adoption period of currently approved textbooks by at least two years to delay the six-year adoption cycle for subjects.

Defines "textbooks" as instructional materials designed for pupil use, including both printed and nonprinted materials and technology-based educational resources, but excluding equipment needed to use those materials.

Permits the Committee to select additional textbooks in a subject area during an adoption period if three-fourths of members determine unusual or extraordinary circumstances exist, such as significant new teaching techniques or discoveries.

Declares an emergency effective upon passage and approval, requiring the bill to take effect immediately.
