Amends 74 O.S. 2001, Section 150.12 to clarify fingerprint and criminal history reporting requirements for law enforcement agencies, courts, and correctional administrators.

Designates certain offenses as "minor offenses" (as defined by the Oklahoma State Bureau of Investigation) that are exempt from mandatory fingerprint and criminal history reporting, replacing the previous reference to "city or town ordinances."

Eliminates the requirement for the Oklahoma State Bureau of Investigation to establish and issue certain rules, implying these rules already exist or are no longer necessary.

Maintains mandatory reporting timelines of 72 hours for arrests, releases without charges, and prosecutorial decisions; and 30 days for court dispositions, sentencing, and other criminal justice events.

Effective date: November 1, 2011.
