Establishes a 5-year moratorium on sale or exportation of surface water and groundwater outside Oklahoma, beginning on the effective date of the act.

Prohibits state agencies, officials, and political subdivisions from contracting to sell or export surface water or groundwater outside the state without specific legislative consent.

Exempts contracts for water sales executed before the effective date that had prior legislative approval or were executed under existing law, provided exports do not exceed 8 million gallons per month.

Excludes water contained in agricultural crops, animal and dairy products, beverages, and processed or manufactured products from the moratorium.

Becomes effective November 1, 2011.
