Upgrades the offense of knowingly being present as a spectator at dogfighting preparations or exhibitions from a misdemeanor to a felony under 21 O.S. 1698

Subjects spectators at dogfighting events to the same felony penalties as other dogfighting offenses: 1-10 years imprisonment and/or $2,000-$25,000 fine

Removes the previous misdemeanor penalty for spectators, which was up to 1 year in county jail and/or up to $500 fine
