HB 1442 Summary

• Establishes the "Destructive Human Embryo Research Act" prohibiting research that kills or injures human embryos defined as genetically complete organisms from single cell stage to 8 weeks development outside a woman's body

• Makes it unlawful to conduct destructive embryo research, buy or sell embryos intended for such research, or buy or sell gametes (sperm/egg) with knowledge they will be used to create embryos for destructive research

• Classifies violations as misdemeanors with separate penalties for each prohibited act

• Allows the Legislature to appoint bill sponsors to intervene in court to defend the act's constitutionality

• Effective date: November 1, 2011
