Directs the State Board of Career and Technology Education to assume administrative, supervisory, and instructional operations of regional advanced science and mathematics programs currently run by the Oklahoma School of Science and Mathematics, effective July 1, 2011.

Requires transfer of all property, records, and personnel assigned to these regional programs to the State Board, including related employee benefits (sick leave, annual leave, holidays, unemployment insurance, and workers' compensation) accrued prior to July 1, 2011.

Mandates the State Board to solicit proposals for advanced science and math curriculum programs from technology center school sites, higher education institutions, or school district sites, and establish a selection committee to choose program locations.

Establishes an Advisory Council to assist the State Board in developing regional advanced science and mathematics programs, with authority to set eligibility criteria, approve curriculum, and establish academic standards.

Requires technology center school districts to provide transportation for students attending programs at their sites, while school districts may optionally provide transportation for students attending higher education institution sites.
