HB 1463 Summary

• Amends 21 O.S. § 1277 regarding unlawful carry of firearms to remove the blanket prohibition on concealed handguns at colleges and universities

• Authorizes persons with valid concealed handgun licenses to carry handguns on college or university property, including vehicle parking areas, areas designated by institutional policy, and areas with written consent from the college/university president

• Prohibits colleges and universities from establishing policies or rules that prevent licensed concealed handgun carriers from possessing handguns on campus property

• Maintains existing prohibitions on carrying concealed handguns in other restricted places including government buildings, schools, prisons, sporting venues, and pari-mutuel wagering facilities

• Takes effect November 1, 2011
