Amends Oklahoma law regarding all-terrain vehicles (ATVs) and recreational off-highway vehicles (ROVs) to expand helmet and safety requirements for operators and passengers under 18 years of age.

Modifies the definition of "all-terrain vehicle" and adds a new definition for "recreational off-highway vehicle" as vehicles with four or more nonhighway tires and specific steering mechanisms designed for off-highway use only.

Requires all persons under 18 operating or riding as passengers on ATVs or ROVs to wear crash helmets complying with federal safety standards (49 C.F.R., Section 571.218).

Prohibits ATV and ROV operators from carrying passengers unless the vehicle was specifically designed by the manufacturer to carry passengers in addition to the operator.

Establishes enforcement authority for park rangers and peace officers with fines not exceeding $25 and collected revenue directed to the Oklahoma Tourism and Recreation Department; applies only to public lands and excludes privately owned property.
