HB 1485 Summary

• Authorizes the Commissioner of Public Safety to negotiate one or more compacts or agreements with other states to implement a motor vehicle law reciprocity system for agricultural producers.

• Defines "agricultural producer" as a person actively engaged in farming, ranching, or a combination thereof who derives at least a majority of gross income from these activities.

• Compacts or agreements shall allow agricultural producers to be subject solely to motor vehicle laws of their home state when within 150 miles of their residence.

• Any compact or agreement is subject to disapproval by majority vote of both houses of the Legislature (via joint resolution) or by the Governor (via executive order) prior to the effective date or within 15 days after the next legislative session begins; compacts are deemed approved if not disapproved within specified timeframes.

• Becomes effective November 1, 2011; authorizes the Commissioner to promulgate rules for implementation.
