HB 1493 Summary

• School districts must expend at least 70% of total yearly expenditures on direct instructional activities beginning with the 2014-2015 school year.

• For interim school years (2011-2012 through 2013-2014), districts must meet graduated minimum percentages: 55% for 2011-2012, 60% for 2012-2013, and 65% for 2013-2014.

• The State Board of Education determines how to calculate total yearly expenditures and must adopt standards from the National Center for Education Statistics to define direct instructional activities.

• School districts must annually report to the State Board the percentage of expenditures spent on direct instruction, percentage spent on tested courses, and percentage of full-time employees directly providing classroom instruction.

• The act becomes effective July 1, 2011, with an emergency declaration allowing immediate implementation.
