Increases the annual apportionment to the Rebuilding Oklahoma Access and Driver Safety Fund from $35.7 million to $43 million starting in fiscal year 2012 and each year thereafter.

Maintains the existing fund structure and apportionment formula while raising the baseline amount used to calculate total annual allocations to the fund.

Funds are designated for state road and bridge construction, maintenance, highway operations, equipment purchases, federal matching funds, and debt service obligations.

The increase takes effect July 1, 2012, and applies to all subsequent fiscal years without sunset provision.

Preserves existing provisions preventing supplantation of state transportation funding and requiring State Board of Equalization oversight of fund expenditures.
