Creates the "Higher Education Employee Merit System Task Force" to exist until December 31, 2011, to study merit system establishment for Oklahoma State System of Higher Education employees.

Task Force membership consists of five members: one House member appointed by Speaker, one Senate member appointed by President Pro Tempore, Secretary of Human Resources and Administration (or designee), one OSSHE representative with labor/employment law knowledge appointed by Chancellor, and one state employee representative appointed by Governor.

Task Force shall investigate hiring/termination processes for faculty, classification and compensation systems for non-faculty positions, and proposals to implement merit systems for non-faculty employees within OSSHE institutions.

Members appointed by August 1, 2011, with organizational meeting required by August 31, 2011; Task Force exempt from Oklahoma Open Meeting Act and Open Records Act.

Task Force members receive travel reimbursement per applicable state law; staff support provided by Office of Personnel Management; study completion required by December 31, 2011.
