Amends Section 2-101.2 of Oklahoma law to define "glass tube" as a hollow glass cylinder (2-7 inches long, 1/8-3/4 inch diameter) that may facilitate violations of the Uniform Controlled Dangerous Substances Act

Adds definition of "patron" as a person entering a business to purchase or view merchandise for sale, and "retailer" as a person or business primarily engaged in selling consumable goods and services at retail to the public

Makes it unlawful for retailers to offer glass tubes for retail sale to patrons when the retailer has reason to believe the patron intends to use the item for injecting, ingesting, inhaling, or otherwise introducing controlled dangerous substances into the human body

Establishes penalty of up to one year in county jail and/or a fine of not less than $1,000 for retailers or their employees who willfully and knowingly violate the prohibition
