Amends Oklahoma title insurance law to update statutory references from the Oklahoma Abstractors "Law" to the Oklahoma Abstractors "Act"

Requires title insurance companies to accept title examinations from attorneys licensed in Oklahoma, provided the attorney has no ownership interest in, is not employed by, or has no indirect employment relationship with the entity issuing the policy

Establishes penalties for violations: $500 fine for first offense and minimum 3-month suspension for subsequent violations within 5 years, during which the violator cannot countersign or issue title insurance policies

Allows any attorney licensed in Oklahoma to act as a title insurance agent for countersigning policies, regardless of the ownership/employment restrictions

Authorizes civil lawsuits against violators of the attorney independence requirements, with prevailing parties entitled to recover attorney fees and costs
