• Amends the Public Competitive Bidding Act of 1974 to define "best value" as an optional competitive bidding system that evaluates proposals beyond lowest price, considering factors like past performance, technical approach, risk management, and personnel qualifications.

• Allows awarding public agencies to use best value evaluation criteria instead of strictly awarding contracts to the lowest bidder for public construction contracts exceeding $50,000.

• Requires awarding agencies using best value to develop written evaluation plans in advance, state ranking criteria in bid documents, and follow Section 117 requirements when awarding to other than the lowest price bidder.

• Best value evaluation information includes price proposals, past performance, technical work approach with schedules, risk assessment plans, unique bidder attributes, key personnel interviews, and post-award performance planning capabilities.

• Effective date set for November 1, 2011.
