Prohibits public schools and school districts from joining private interscholastic activity organizations or associations that charge membership fees and retain revenue from member schools' athletic activities.

Creates exception preventing membership if the organization has policies that prohibit home-schooled students from participating in interscholastic activities for public school districts where they reside.

Applies to organizations providing coordination, supervision, and regulation of interscholastic activities and contests for member schools.

Establishes this as new law to be codified in Oklahoma Statutes as Section 24-156 of Title 70.

Declares an emergency effective upon passage and approval.
