Eliminates waste tire recycling fees based on tire rim diameter classifications (previously $1.00, $2.50, and $3.50 depending on rim size).

Establishes a minimum waste tire recycling fee of $2.50 per tire for motor vehicles, with annual automatic adjustment based on Consumer Price Index increases.

Removes the waste tire recycling fee exemption for motorcycles, motor-driven cycles, and motorized bicycles.

Maintains existing provisions for agricultural tire fees ($0.05 per pound with $2.50 minimum) and exemptions for certain vehicle types and used tires with documented prior fee payment.

Takes effect July 1, 2011, with an emergency clause for immediate implementation.
