Creates the Oklahoma Public Campaign Finance Act to establish publicly funded elections for state candidates with a commission of 11 members overseeing the program.

Establishes four donor categories (personal, individual, general, and matching) with contribution limits ranging from $10 to $500/$1,000 and a 6:1 matching grant system from a Community Election Fund.

Requires participating candidates to gather 2% of voter signatures from their district on a petition accompanied by $10 donations, with petitions circulated only during a one-year period beginning in June.

Mandates participating candidates attend commission training workshops and debates, with violations resulting in candidacy voidance, office vacancy if elected, and potential penalties including up to one year in county jail and/or fines up to $10,000.

Effective date set for November 1, 2011.
