Changes school board election dates from February to November in odd-numbered years and the first Tuesday after the first Monday in November in even-numbered years.

Modifies candidate filing deadlines for school board positions from December to August (first Monday in August through the following Wednesday).

Applies new election date schedule to runoff elections and school levy elections under the Oklahoma Constitution.

Updates board member term provisions to take effect July 1, 2011, with existing board members whose terms are shortened allowed to serve until their successors are elected and seated.

Declares the bill effective immediately upon passage and approval due to emergency necessity.
