Establishes Veterans' Treatment Court program allowing judicial districts to create specialized courts for veteran defendants charged with crimes.

Requires courts to ask all defendants about veteran status before arraignment and implement eligibility screening through Department of Veterans Affairs and mental health/substance abuse assessments.

Excludes defendants charged with violent felonies, those unwilling to participate, and those previously discharged from the program for noncompliance.

Allows courts to order defendants to complete substance abuse treatment, mental health counseling, and other services; permits withdrawal after 30 days or dismissal of charges upon successful program completion.

Program duration must be at least 6 months but not exceed the period of community supervision for the original offense charged.
