Amends the Oklahoma Administrative Procedures Act to require legislative approval of administrative rules through concurrent resolution rather than allowing disapproval alone

Establishes that rules not specifically approved by the Legislature within 30 legislative days shall be deemed disapproved, shifting the default from approval to disapproval

Requires both houses of the Legislature to affirmatively approve permanent rules by concurrent resolution prior to the end of the legislative review period, with no gubernatorial veto authority over such resolutions

Modifies provisions allowing agencies to resubmit disapproved rules and clarifies that emergency rules are null and void if the Legislature fails to approve the superseding permanent rule
