Increases Public Employees Relations Board membership from three to five members with specified appointment authority: one appointed by Governor, two by President Pro Tempore of State Senate, and two by Speaker of House of Representatives.

Requires new member categories including representatives from labor industry, municipalities, and impartial representatives from communities with populations both above and below 35,000 persons.

Changes successor member terms from five years to three years, with new restriction that no member may serve more than two terms.

Restricts Board membership by prohibiting members from serving as labor union advocates or receiving compensation from labor unions or municipalities for two years before and during service.

Effective date of November 1, 2011.
