HB 1578 Summary

• Requires all elementary school districts in Oklahoma to consolidate with one or more independent school districts by July 1, 2012.

• Allows elementary school districts to voluntarily submit consolidation plans to the State Board of Education for approval; approved plans must be completed by July 1, 2012.

• Mandates that any elementary school district failing to submit an approved plan shall be consolidated by the State Board of Education with one or more independent school districts.

• Provides that the State Superintendent of Public Instruction shall convene boards of consolidating districts to select the initial board of education, with option for seven-member boards and temporary two-position increases per district for the first two years.

• Makes the consolidated school district the legal successor to all participating districts regarding liabilities, assets, powers, and duties; effective July 1, 2011, with emergency declaration.
