OK HB1611

Creates a comprehensive Code of Judicial Conduct governing judicial ethics and standards for all Oklahoma judges and judicial officers including administrative law judges, magistrates, court commissioners, special masters, and referees.

Establishes core judicial duties requiring judges to respect the law, act impartially without bias, maintain professional competence, dispose of cases promptly, and avoid conflicts of interest through disqualification when appropriate.

Restricts judges' extrajudicial activities including prohibitions on financial dealings that exploit judicial office, requirements to avoid certain business relationships, restrictions on accepting gifts/loans, and limitations on practicing law or serving as arbitrators/mediators.

Provides exceptions for retired judges eligible for recall, continuing part-time judges, periodic part-time judges, and pro tempore judges with graduated compliance requirements based on their appointment type.

Establishes removal from office as the penalty for violating the Code of Judicial Conduct and sets an effective date of November 1, 2011.
