Authorizes the Oklahoma Capitol Improvement Authority to issue up to $44 million in bonds to fund construction of new office facilities for the Oklahoma Department of Veterans Affairs as part of the Lincoln Boulevard Renaissance Project

Provides for construction of a Veterans' Memorial Plaza with veteran memorials and an amphitheater on state-owned property in the Capitol area

Requires the Authority to hold title to the buildings, improvements, and personal property until all bond obligations are retired, then transfer ownership to the Department of Central Services

Authorizes payment of professional fees, bond counsel, and financial consultants from bond proceeds, with bonds maturing no later than 30 years from first principal maturity date

Effective date of November 1, 2011
