Grants prior service credit up to 5 years for military service to current Oklahoma Public Employees Retirement System (OPERS) members hired on or after July 1, 2000, who did not voluntarily terminate employment between July 1, 2000 and the bill's effective date.

Eliminates the requirement for members hired after July 1, 2003 to pay for military service credit, instead allowing it to be credited automatically as prior service.

Repeals Section 913.8 (74 O.S. 2001) which previously required payment for certain military service credits.

Becomes effective July 1, 2011, and declares an emergency to allow immediate implementation upon passage and approval.

Applies only to war veterans and military service periods; members may not use the same military service credit in multiple retirement systems.
