Enacts the "Green Quality Jobs Act of 2011" amending the Oklahoma Quality Jobs Program Act by modifying definitions and requirements for designated business activities

Adds eight new green energy and alternative fuel industries eligible for incentive payments at a 5% net benefit rate, including solar power generation, wind power, compressed natural gas vehicles, and related manufacturing and construction

Reduces gross direct payroll requirement from $2.5 million to $1.2 million annually (within 3 years) for qualifying green industries, allowing them to meet net benefit rate requirements with lower payroll thresholds

Modifies incentive payment structure to be calculated as net benefit rate multiplied by actual gross payroll of new direct jobs, replacing previous calculation methods

Effective date July 1, 2011, with emergency clause declaring immediate necessity for preservation of public peace, health and safety
