Establishes the Oklahoma School Bus Alternative Fuels Conversion Grant Program administered by the Oklahoma Department of Commerce to award grants to school districts.

Grants cover reasonable expenses for converting school buses to operate on alternative fuels and installing alternative fuel fill stations to service the converted buses.

Creates the Oklahoma School Bus Alternative Fuels Conversion Grant Revolving Fund as a continuing fund in the State Treasury, funded by appropriated monies and other designated funds.

Fund monies are appropriated for expenditure by the Oklahoma Department of Commerce for the conversion program purposes, with expenditures made by State Treasurer warrants approved by the Director of the Office of State Finance.

Becomes effective July 1, 2011, with an emergency clause allowing immediate effect upon passage and approval.
